BCP COUNCIL UPDATE
 

Christchurch Harbour Pollution

Vanessa is currently leading on a campaign for a Christchurch Harbour Protection Policy.
 
Christchurch Harbour suffers from excess nutrients from both the protected River Avon, but mainly from the phosphates found in the River Stour which originate from the foul sewerage discharge of the four water treatment plants situated along its course through the BCP Council area. The primary objective at present is to get BCP to produce and adopt a Harbour Protection Policy, similar to the one that protects Poole Harbour, in order for the water companies to clean up their act and stop the excessive discharges into the rivers. Last year alone Wessex Water discharged effluent into the Stour 893 times, that’s an average of 2.4 times a day. We are seeing the reed beds of the harbour disappear at a rate of approx. 10m a year and we have evidence of diseased fish in the harbour which, when you consider the results of the recent DEFRA report showing excessive arsenic and mercury levels in the Avon and Stour, is really not surprising.
 
Vanessa has created a petition which is gathering momentum and needs to reach the required 2000 signatures before the deadline of 6th January 2025 in order for this to be debated at Council.  We kindly ask all our residents to support the campaign by logging in and signing the online petition on BCP Council’s website:

Community Governance Review
BCP is carrying out a Community Governance Review (CGR) of all existing parishes and unparished areas. You can comment on the stage one survey from 25th November through to 19th January 2025.
A Community Governance Review is a process which provides an opportunity to review, create and make changes to governance arrangements for town and parish councils and parish areas.  Christchurch is already fully parished with 4 Parishes - being Christchurch Town, Highcliffe and Walkford, Hurn, and Burton and Winkton.  There is only one other Parish within BCP which is Throop and Muscliffe.  This is an opportunity for other areas within BCP to apply to form Parish Councils.  This is the link to the survey:

Advertising Corner, The Grove/Barrack Road
We previously reported that planning permission was given by a Government Inspector, on appeal, for a Drive Through Takeaway on the Corner of The Grove and Barrack Road, despite huge public objection.  There is now an application for some changes to the agreed Plans with a Variation to Condition 4 as agreed by the Inspector. The application No. is 8/24/0749/CONDR

BCP Local Plan Update
We are sure you will be aware that the Government has published a new Planning Policy Framework (NPPF) which imposes housing targets on every area across the country. The new target set for BCP is 2958 homes pa. Our Draft Local Plan which is currently under Examination, uses our evidenced Housing Needs Assessment for the BCP area, which averages a credible target of 1600 homes pa.  The new figure is ridiculously high and almost double what we have ascertained is local need and achievable over a 15 year Plan period.
 
The new NPPF allows for transitional arrangements for Councils which have already submitted a Plan and are in the process of Examination, which is the case for BCP.  Therefore, our current Plan will progress through the examination process as planned with the 1600pa housing figure. The timetable can be found here - Bournemouth, Christchurch and Poole Local Plan & CIL Examination  Stage 1 Hearings commence on 21st January 2025.
 
However, having said that, BCP will still be expected to start work on a new plan using the new housing figures, as soon as the new provisions are brought into force in March 2025. The first step is likely to be a review of the Green Belt to identify which land might meet the criteria of the new category of “grey belt”.

Christchurch Town Council’s Neighbourhood Plan Working Group (NPWG) has been awarded £9,992 from Groundwork UK to support its ongoing efforts in developing a neighbourhood plan.

The grant will cover the costs of a planning consultant, a key resource in shaping the future of the community.

Groundwork UK, in partnership with the Department for Levelling Up, Housing and Communities, administers the Neighbourhood Planning grant programme. The initiative provides funding and support to local groups, enabling them to craft plans that address local needs and contribute to tackling broader challenges like the climate and nature emergency.

This funding is part of the wider Neighbourhood Planning Support Programme, extended into 2024/2025 by the Ministry of Housing, Communities & Local Government (MHCLG). The programme offers grants and technical support to empower communities to improve their environments and strengthen their local areas.

The grant will bolster the NPWG’s efforts to ensure Christchurch’s neighbourhood plan aligns with the community’s vision and sustainable development goals.

The Neighbourhood Plan Working Group is currently drafting its document and preparing for a six-week consultation period, anticipated to begin in early 2025.

This plan is not just a formality; it is a vital document that will play a key role in shaping the future of Christchurch. Once adopted, the Neighbourhood Plan will carry significant weight in determining the outcome of planning applications, ensuring that development aligns with the community’s vision and priorities.

Your input will be essential in creating a plan that truly reflects the needs and aspirations of our town.







 

Christchurch is buzzing with excitement as 15 local organisations have been awarded vital funding through the annual Community Grants program, helping to bring transformative projects and initiatives to life.

The Christchurch Community Grants Working Group convened on October 23, 2024, to review applications for the annual allocation of funds aimed at supporting local initiatives.

A total of 21 applications were submitted, and each was carefully assessed against specific criteria to ensure fair and impactful distribution of the grants. The Working Group evaluated the financial standing of each applicant, ensuring the funds would provide meaningful support to those in need.

Christmas is almost upon us, and I love the festivities and traditions at this time of year. I also like to take the opportunity to pause and reflect on the year that we’ve had ….
Waiting times for patients have come down and we’ve increased our delivery of sustainable services while improving patient experience. Even so, we will not rest on our laurels as there’s always more to do.
Our physical building work is a visual representation of progress – and this year alone we celebrated the opening of our fantastic new Pathology Hub, started work on our Endoscopy Unit at Poole, and have seen the Coast Building at the Royal Bournemouth Hospital (RBH) shoot up from the ground to six storeys in a matter of weeks! 
2025 will be the year of big moves and there are just 16 weeks to go until our maternity teams start caring for families in the BEACH Building. Our BEACH fundraising appeal has hit a brilliant £500k already! Please do keep abreast of the changes happening and tell your family and friends.

Christchurch u3a offers a programme of educational and leisure activities for those not in full-time employment, and is part of a worldwide movement. Members with similar interests meet during the day in small groups, usually weekly or fortnightly and at various venues. The main aim is to advance the education of retired & semi-retired people and assist them in pursuing their interests within a social environment.

Calling all gents in the Christchurch or surrounding area who are either retired or in part-time work and on their own. If you want to bring more companionship and fun into your lives in 2025 why not think about joining the U3A?

We are a non-profit organisation run by members with over 80 groups on offer including sports and social activities. From a motor cycle group and a blues group to theatre and holidays. In January we are setting up a regular Sunday lunch and social group as we know for many people this can be a difficult day. 

For a modest fee there is such a choice of groups you’ll find something of interest, or even start your own group. Mixing with new people in later years helps combat social isolation and depression and is good for your mental heath and overall fitness.

Details are on our website, or better still come into our U3A office near Druitt Hall on Mondays 10.00-12.00 and have a chat with us and collect one of our brochures.  These are also available from Christchurch library. We are very friendly and you might just find some new interest or skill you can enjoy in 2025.
